Businessman/ Osama El-Sherif

There was a dispute between the Jordanian investor in Egypt, Osama El-Sherif- who had possessed El-Sokhna Ports and then he sold them to Dubai ports with the amount of (EGP one billion). He is one of the major investors in the field of ports, who had released three contracts with the State:-

First Contract:

It was related to the exclusiveness of transaction upon customs system, and implementing an online customs system to unify the customs tariff simultaneously around all ports of the State and all terminals. That is to say, the price of each unit entering Egypt would be dealt with in the same manner without customs inspector or customs officer being entitled to determine the amount. Rather, the value due on all transactions would be unified. He proposed this first project in 2006 subsequent to selling it to Dubai ports and acquiring and developing them.

The other project:

It is related to one of the largest terminals in El Sokhna to establish a terminal for storing Oil, gas and extending gas pipes through coming ships and transferring them to Jordan and other countries in need for those goods through the Red Sea. That project was an immerse one with extraordinary profits. He signed the contract with the State in 2006.

Third Contract:

It is related to acquisition of one of the terminals in Port Said port. There had been already an outstanding dispute between him and the State since 2006. The problem continued until 2013 through filing litigations and claims since the beginning of 2011 as he claimed the State to pay (USD three billion). The State refused reconciliation with him throughout the years of dispute, until he appointed me in 2014 to interfere with Council of Ministers under chairmanship of Ibranim Mehleb, having Hani Dahi as Minister of Transport, Sherif Ismael as Minister of Petroleum, Naglaa Al-Ahwani as minister of International Cooperation, Mahfouz Saber as Minister of Justice and Ibrahim Henidi as minister of Legal Affairs, and in presence of a major general from the Administrative Control and a major general from the General Intelligence. We conducted the necessary negotiations which deepened the dispute between the State and me. Within three months and after nine years of dispute which no law firm in the world could settle, we could make a fair settlement in which the State agreed to sign the customs contract of 2006 with the same previous terms and conditions. In addition, the ministry of Petroleum agreed to appoint Osama El-Sharif as minister of Petroleum who sells gas after transferring and storing it, and sells and stores petroleum in the terminal. The ministry of Transport, after extraordinary attempts, agreed to establish the terminal, and Red Sea Ports Authority contracted with us and agreed upon establishment of the terminal after the refusal that lasted for ten years and claims in which each party was claiming amounts from the other. We paid no amounts at all until the State totally agreed and became a partner in some of those projects. Concerning Port Said port, we waived the terminal for the State, since we do not need it, without having to pay any penalties. The State had claimed for numerous penalties in this concern, but we ended this dispute completely. Osama El-Sherif would start the actual work after completing the terminal and accomplishing the work upon the customs system in the present time. He would reap the benefits of all this as extremely huge amounts of money.
